The Greater Toronto Hockey League has released updates to its regulations following the General Meeting of GTHL Members held on March 8, 2025.
These changes were approved by voting delegates representing GTHL Member organizations. Voting rights at the meeting were determined by each organization’s number of registered teams and players.
Highlights include:
- Financial Management Enhancements: Team finance regulations have been streamlined with reference to a new GTHL Team Bank Account Policy, reinforcing financial transparency and oversight at the team level.
- Introduction of Fines: Penalty provisions have been updated to explicitly include fines, providing the GTHL with clearer authority to enforce compliance with governance and financial regulations.
- Expanded and Updated Definitions: Several new definitions were added or revised, including terms like “Affiliate Player,” “Tampering,” and “Territorial Jurisdiction,” aligning GTHL language with Ontario Hockey Federation (OHF) and Hockey Canada policies.
- Player Eligibility and Movement: Rules for underage player participation were consolidated and clarified, including changes that support equitable access and align with OHF’s Playing Up Policy for Under-9 and younger divisions.
- Roster Flexibility: The previous restrictions on the number of players a team may dress for games have been eliminated, offering teams more flexibility in roster management.
- ‘AAA’ Team Requirements: Amendments now allow ‘AAA’ Clubs to forgo certain age groups under limited conditions, such as a shortage of skilled players or compliance issues under the GTHL’s Team Allocation Guidelines.
- Team Official Transfers: Regulations now reflect OHF policy regarding Team Officials moving between organizations, including added restrictions at the U10 level.
- House League Select Eligibility: Players in U9 and below must reside within the GTHL’s territorial boundaries, with grandfathering provisions for current participants.
These changes reflect the League’s commitment to good governance, player development, and compliance with broader hockey regulations.
