Safe Sport: Independent Complaint Process

Promoting a Safe and Respectful Hockey Environment

As a member of the Ontario Hockey Federation (OHF), in partnership with Hockey Canada, the Greater Toronto Hockey League is committed to fostering a sport culture that is safe, inclusive, and free from all forms of maltreatment.

Creating a safe environment for everyone involved in hockey — from players and coaches to officials, parents, and volunteers — requires a shared commitment. A healthy sport culture starts with education, proactive policies, and clear reporting mechanisms to protect the well-being of all participants.

What is the Hockey Canada Maltreatment Complaint Management Process?

The Hockey Canada Maltreatment Complaint Management Process is an independent, third-party system for receiving, reviewing, investigating, and adjudicating maltreatment complaints within the hockey community. It is administered by Sport Dispute Management Inc. (the ITP) on behalf of Hockey Canada.

What is the ITP?

The Independent Third Party (ITP) is an organization that is separate from Hockey Canada and its member associations. The ITP is responsible for receiving, screening, and overseeing the investigation of maltreatment complaints made under Hockey Canada’s Maltreatment Complaint Management Policy.

Sport Dispute Management Inc. has been designated as the ITP for Hockey Canada. As the ITP, it does not advocate for any party — its role is to ensure complaints are handled fairly, promptly, and confidentially.

Everyone Has a Role

Maintaining a safe sport culture is a collective responsibility. Athletes, coaches, officials, parents, administrators, and organizations must work together to uphold high standards of behaviour and accountability.

Who can submit a complaint?

Any individual who has experienced or witnessed maltreatment within the hockey community may submit a complaint. This includes players, coaches, officials, volunteers, parents, other participants and associations. Complaints may also be submitted on behalf of a minor by a parent or guardian.

What types of conduct can be reported?

Complaints may relate to physical maltreatment, psychological maltreatment, neglect, sexual maltreatment, and harassment or discrimination as defined in the Hockey Canada Maltreatment Complaint Management Policy.
