Toronto, ON — As part of its ongoing commitment to transparency, accountability, and integrity in minor hockey, the Greater Toronto Hockey League (GTHL) is today releasing a redacted version of the Report of the Special Integrity Commissioner on Allegations of Financial Improprieties in the GTHL (“The Report”), authored by the Honourable David Watt, K.C.
The report is being published in a redacted format to maintain privacy and to ensure that individuals can come forward with reports without concern of exposure. These redactions are necessary to foster a safe environment for reporting and cooperation.

Issuing the Report is a follow up step as part of the implementation of the GTHL’s Integrity Action Plan, released on April 3, 2025. The content of the Report was key in informing significant segments of the Plan which outlines several actions aimed at strengthening the league’s governance, enhancing financial accountability, and reinforcing its commitment to equitable participation for all. The Integrity Action Plan is also based on other issues arising organically and reviewed by the GTHL, and data received from family surveys, as described in the Plan.
The independent review by the Special Integrity Commissioner (SIC) was initiated in response to allegations concerning the financial practices of some GTHL Member Clubs and GTHL Teams. The Report outlines the findings of the SIC, based on the work of an independent investigator and interviews with league stakeholders.
While only one of the six specific allegations investigated on behalf of the SIC was found to be substantiated, the SIC emphasizes the need for proactive league action, citing recurring themes, inconsistencies, and structural vulnerabilities that require attention.
The SIC’s recommendations include:
- Clearer and enforceable governance rules surrounding the transfer of club control;
- Enhanced financial transparency and disclosure protocols;
- Independent oversight of club financial practices;
- Elimination of direct parental payments used to compensate coaches.
